What is Keystone Development, Inc.?
JCHA representatives sought assistance from and began partnering with the Appalachian Regional Coalition on Homelessness (ARCH) to learn more about the different homeless populations in our area. ARCH is a regional nonprofit agency that provides education and direct support to local charities, civic organizations and public institutions for relieving the poor and distressed through housing efforts.
By virtue of increased awareness and the ARCH partnership, the JCHA established Keystone Development Inc. in 2013 as a nonprofit 501(c)3 organization for addressing the plight of homeless youth and veterans.
In 2015, Keystone Development constructed its first apartment complex. Current Keystone Development programs include Homes for Youth (H4Y) and Homeless Veteran Housing (HVH).

Johnson City Housing Authority is now accepting applications for Keystone Development’s new apartment complex located on Baker Street in Johnson City, TN. These are spacious one bedroom units with stove, refrigerator, dishwasher, garbage disposal, microwave, washer, and dryer included. Water, Sewer and Trash Collection are included in rent. Conveniently located new ETSU, Johnson City Medical Center, grocery shopping, Tweetsie Trail and public transportation.
These units are intended to serve Homeless Youth Aging Out of Foster Care or Elderly/Disable clients. Please contact the Department of Admissions and Occupancy at 423-232-4784 to apply for these units.
