Updates to Rent Collection, Privacy and Refund Policy

The following updates will be made to the JCHA Rent Collection, Privacy and Refund Policy in 30 days time from the posting of this notice. Any comments concerning the updates may be submitted during that period to the JCHA Central Administrative Office at 901 Pardee St, Johnson City, TN 37601.

Making Cash Payments to the Bank

When a resident makes a cash payment through JCHA’s designated banking institution and exact penny change is unavailable, the cash transaction may be rounded to the nearest $0.05.  Any resulting overpayment or underpayment will be recorded on the resident’s account and carried forward to the next billing cycle.  Resident rent, charges, and subsidies will continue to calculate to the exact cent.

Repayment Agreements

JCHA may, at its discretion and in accordance with applicable HUD requirements and JCHA policies, enter into a repayment agreement with a resident for eligible rent-related charges. Repayment agreements are not an automatic entitlement or guaranteed option and will be considered on a case-by-case basis. Approval will depend on the circumstances of the individual account, the amount and nature of the balance owed, the resident’s payment history, and any applicable program or regulatory requirements. JCHA reserves the right to determine whether a repayment agreement is appropriate and to establish reasonable terms consistent with this policy. Repayment agreements are intended to provide residents with a reasonable opportunity to satisfy an outstanding balance while maintaining current rent obligations.

  • A resident may enter into no more than two (2) repayment agreements within a twelve-month period.
  • Repayment agreements may not overlap. A resident must complete and pay one repayment agreement in full before entering into another repayment agreement.
  • The total amount placed on a repayment agreement may not exceed $1,200.00.
  • A repayment agreement may be scheduled for a period of up to, but not exceeding, twelve (12) months, based on the amount owed and the residents’ ability to make the required payments.
  • The resident must make all payments according to the terms of the repayment agreement in addition to paying current monthly rent and other charges when due.
  • Failure to comply with the terms of a repayment agreement may result in termination of the agreement and further collection action, consistent with the lease, JCHA policies, and applicable HUD requirements.
