S.A.L.T. Council and the Blue Light Program
The goal of the Johnson City S.A.L.T. (Seniors and Law Enforcement Together) Council is to reduce the likelihood that senior citizens will become victims of crime and elder abuse and to explore ways that senior citizens and law enforcement can cooperate and support each other.
The Johnson City Housing Authority has purchased through the S.A.L.T. Council, and is providing to all interested residents, a blue light and flasher unit. The blue bulb is to be placed in a lamp near a front window and the lamp plugged into the flasher unit, which is then plugged into the wall. In case of emergency, the light can be turned on and flashes as a signal to neighbors that assistance is needed. It also helps law enforcement and/or emergency personnel locate the residence more quickly.
To request a blue light, residents should contact the Department of Community Safety.

Community Involvement Workshops
These meetings, held monthly, are designed to give residents the opportunity to become involved in their community. Guest speakers educate attendees in various areas of safety and crime prevention. Residents are encouraged to give input regarding what is going on in their neighborhoods and discuss ideas to change their community for the better. Community Police Officers and JCHA Community Safety staff attend these meetings and are available to discuss concerns with residents.

P.A.T.R.O.L. (Police And Teens Reaching Opportunities for Life)
The P.A.T.R.O.L. program is open to all JCHA resident children ages 9 to 16. It is an excellent opportunity for children to get to know their Community Police Officers and to express themselves in areas of their interest. Monthly competitions are held in one of four categories—sports, grades, art, and community service. The winners in each of the categories are invited to participate in a special activity with police officers. Some past activities have been trips to Washington D.C., Williamsburg, VA, Gatlinburg, movies, area restaurants, laser tag, miniature golfing, and various other areas of interest.
